Your 031223 noted and is being complied with. I regret overstepping my directive but appointments were made before directive waS received as I found an administration working and folt it necessary to give every encouragement to the roorganisation of the public services whilst the Navy was fully occupied rounding up the Japs and maintaining law and order. I took as my model Malta which has a Licutenant Governor responsible for civil affairs to the Governor and Commander in Chior.
